Cold ironing is an effective way of reducing polution but only if the shore power source emits less polution which is not always the case. There is at least one case where an old inland power plant was re-commisioned to provide power for cold iron and it emits at least as much, if not more, polution than the ships that plug in at the terminal, just in a different location.
