ROTTERDAM: The Companies
The majority of independent bunker suppliers in Rotterdam are members of NOVE (Netherlandse Organisatie vor de energiebranche). Exceptions are Bominflot BV and Petroned BV. None of the oil majors are members. One of the things NOVE has done is to introduce a contract for bunkering transactions which most of its members use.
The licence needed to be a bunker supplier in Rotterdam is a purely commercial one, and barge operators are not subjected to any particular licence. However, the barges must comply with certain technical regulations in accordance with the Rhine treaty, and must be found to comply with these by shipping inspectors.
Since about the mid-1980s, oil majors have become more active as suppliers in Rotterdam at the expense of the independents. In the early 1980s, independent suppliers accounted for about 2/3 of the overall bunker market share and oil majors about 1/3. By the late 1990s the figures were the opposite.
The oil majors Texaco, Shell and BP are currently said to be the biggest suppliers in Rotterdam. The number of independent suppliers has fallen as a result, but the number is now quite steady and the market is seen as saturated and relatively balanced.

Argos Bunkers BV was established in 1996 and now supplies in Rotterdam and occasionally in Amsterdam.
The company owns 6 barges varying in size from 1400 mt down to 200 mt as well as chartering 3 more of 2000 mt down to 700 mt capacity.
Associated Bunker Oil Contractors has been active as a supplier for the past 15 years.
They are active both in the Netherlands and Belgium, supplying in all major ports. The company owns three barges varying in size from 3500 m/t down to 450 m/t.
Atlantic Aardolremaatschappij B.V has been active as a supplier and trader for 35 years. The group of companies that include the suppliers Atlantic/Postoils operate their own fleet of 21 barges ranging from 300-3,900 mt capacity. These barges also deliver on behalf of other suppliers.
Atlas Bunkering Services has been active in the bunkering industry since 1996. The company is a supplier in Antwerp, and is closely involved as s supplier/trader in the ARA region as well as trading on a world-wide scale.
Bominflot BV has been active as a supplier for some 25 years. They supply in all Dutch and Belgian ports. Bominflot BV do not own any barges but charter exclusively from Unilloyd.
BP Nederland BV acts as a supplier and trader in the ARA region. In addition to supplying fuels from the NEREFCO refinery, which BP has a 69% stake in, the company is known to sell fuel oil to the local barge market and is also a significant cargo trader. With no barges of its own, the company uses local barge operators such as VT/Unilloyd for bunker deliveries.
Broleco BV operate as brokers and occasionally traders. Although they operate in the Netherlands,
they are a lot stronger outside the ARA range.
Calpam BV has been active as a supplier in the Rotterdam area for over 30 years, and is also active in world-wide trading. Barges are chartered from local operators.
Ceetrans/Ceebunker Service B.V. is a world wide trader and a physical supplier in Rotterdam.
Although owned by Argos, the two companies operate independently from each other but Ceetrans has access to Argos' barge fleet. Both Ceetrans and Argos supply products sourced from local refiners, mainly from Shell.
Chemoil/Allround Fuel Trading is a 50/50 joint venture. AFT set up as a fuel oil trader in Rotterdam in October 1995, and the US based supplier Chemoil bought into it in December 1998 in order to get a foothold as a supplier in Rotterdam. The company has long term storage rental in Rotterdam for about 120,000 cubic metres of product. While the company supplies from its own significant cargo trading, it also sells about 80% of its fuel oil imports into the local barge market, and is also a buyer in the local barge market on a regular basis.
Frisol Bunkering B.V claims to be biggest independent supplier in Rotterdam with a total annual sales volume of 1.4 million tonnes in Dutch and Belgian ports, partly thanks to the company's ability to blend heavy fuel oil down to lower viscosities. Frisol has 3 time chartered barges totalling 4,270 mt capacity, and rents for extra capacity. The company has been in business since the mid-1970s.
Fuel and Marine Marketing, the Texaco/Chevron marine fuels joint venture, suppliers in all ARA ports. All marine fuels originating from Texaco's 31% stake in the NEREFCO refinery is marketed exclusively through FAMM Texaco also imports fuel oil cargoes. FAMM does not have its own barges and uses local operators such as VT/Unilloyd.
Intercontinental Bunkering (Rotterdam) BV (IBR) is a trader working world wide.
Netherlands Independent Oil Co. (NIOC) has been active in the bunkering industry for some 50 years.
Through their parent Wiljo Bunkering NV in Belgium they have access to 23 barges.
North Sea Petroleum, part of the North Sea Holding group of companies, is a supplier of distillates
in the Netherlands range. In addition to Rotterdam they also supply in Vlaardingen, Amsterdam, Den Helder and Flushing.
Oilchart International B.V. is a supplier/trader, mostly active in Antwerp, where they are based, but with some involvement as a trader in Rotterdam. The company has been active in the bunkering industry for 81 years. Oilchart own three bunker barges and additionally charter three more.
Oilehandel Klaas De Boer B.V, part of the North Sea Holding group of companies, has been active as a supplier for some 80 years. They supply in Rotterdam and Amsterdam. Although they own some barges they also charter from local barge operators.
Oil Shipping (Bunkering) BV is a trader and broker in the ARA range as well as operating world wide.
Postoils BV is a supplier in Rotterdam. They have access to the Atlantic/Postoils 21-strong barge fleet for bunker deliveries.
Sea Bunkering International (SBI) is a world-wide bunker trader based in the North Sea Holding BV group's head office. SBI started in 1990 as a joint venture between North Sea Petroleum and Seatrade.
Sino Union BV is the European representative office for Chimbusco, and deals mainly with the Chinese market. Their broking and trading activity is world-wide.
Shell Marine Products is a major supplier and trader in the ARA region. The majority of marine fuels from their Pernis refinery goes to their own customers.
Starsupply Petroleum Europe BV was established in Rotterdam in the early 1990s, and is the only company
in the Netherlands acting purely as a bunker broker. The company also engages in other areas, including the Rotterdam fuel barge market.
As a bunker broker, Starsupply does about 90% of its business in the ARA range, and a little in Germany. The company's primary edge as an ARA broker is the fact that being based there, they can go and sort out any problems or disputes that may occur directly.
Trefoil Trading B.V. is a supplier throughout the ARA range, offering all grades. The company was established around 1981.
