IFO 180 cst tells you that this is an intermediate fuel oil (IFO) with 180 centistoke (cst) viscosity.
RME 180 is a fuel grade specification under ISO 8217, the international marine fuel standard.
There is also a RMF 180 found in ISO 8217, alongside other specific grades of marine residual fuels.
Both RME 180 and RMF 180 are IFOs with 180 cst viscosity.
