  actually per my experience there are only two reasons

  Shipowners typically buy bunker fuel either on a spot basis or contract basis. Buyers will take into account bunker prices, historic quality issues at the port, availability of the product and ease of calling in view of their vessel routes.

  Based on average calculation, bunker price moves up every week. Perhaps owners should topup their vessels bunker requirements each time they pass by singapore. Same principle apply to your car.
