  It takes 8-10 years to build a refinery. We currently do not have the refining capacity to go all distallate nor will we 10 years from now. The politics in this is simply horrendous with no clue regarding realistic expectations. We are 1% over capacity worldwide. 1%. Where will all of this mid-distallate come from???
