  I am writing you from Guyana where my company operates a small container terminal like all of the companies in Guyana. We will never be able to afford the scanning machines necessary to be compliant with this law. it is obvious as usual that the people creating these laws do not take into consideration parameters outside the USA and to boot have no maritime experience.
