  Dear Alisdair
  
  Our authorities here in Australia have assessed for environmental purposes
  the emissions for 1 kilolitre of Bunker Fuel (either 180 or 380 csi fuel oil)
  as:
  -3 tCO2-e for scope 1 GHG emissions
  -0.0078 tCO2-e for scope 3 GHG emissions
  
  Does this approximate other calculations used by people trying to meet 'Greenie' or Kyoto type emission assessments ?

  Michael - this doesn't answer your question directly, but the authority in California doing a lot of work on ship emissions is the California Air Resources Board (ARB). You may wish to follow up with them.
