  The Environmental Burdening is an every moment increasing danger.The goodwill Authorities and Administrations contemplating lot, and this creates confusion, delay of implementation of rules by shipping and chances to opportunity chasers.
  
  Would it be better if all could make a better effort to harmonize their goodwill efforts unanimously with those of IMO, the worldwide authority steering such Shipping matters up to date so well? With respect to special local circumstances and requirements. Kind Regards,
