Ray leads the Climate and Health Program for the International Council on Clean Transportation (ICCT), an independent research organization that provides technical and policy support to government regulators. The mission of the ICCT is to improve the environmental performance and energy efficiency of road, marine and air transportation in order to benefit public health and to mitigate climate change.
Ray is an expert on the climate and health impacts of the transportation sector. His research focuses on the development of tools and information necessary to quantify the impacts of non-CO2 pollutants such as black carbon and other short-lived pollutants, to identify cost-effective mitigation strategies for their control, and to identify best practice policies. His background is in international development policy and public health, and he is based in San Francisco, CA USA.
